What do monthly condominium fees cover in Lisbon?

The quota condominial covers the ordinary running costs of the building. It typically includes:

  • Cleaning of common areas — staircases, entrance hall, garage.
  • Building multi-risk insurance — mandatory coverage for common-area damage.
  • Lift maintenance — preventive maintenance contract and periodic inspection.
  • Common-area utilities — electricity (staircase lighting), water (gardens, cleaning).
  • Reserve fund (Art. 4.º DL 268/94) — minimum 10% of the annual ordinary budget. Mandatory. Earmarked for extraordinary conservation works.
  • Administrator fees — remuneration of the condominium management company.

How is my fee calculated? Each owner's fee is based on their property's permilagem — equivalent to the participation coefficient in Spanish communities — multiplied by the total annual budget. Right to inspect the accounts

You have the right to inspect the condominium's accounts 15 days before the annual assembly. The administrator must make all accounting documentation available for that financial year.

Right to vote at the assembly

Every owner in good standing has the right to vote. If you cannot attend in person in Lisbon, you may delegate to a representative via a notarised power of attorney (procuração). Since Lei 8/2022, you may also participate by video conference.

Right to challenge assembly decisions

If you disagree with an assembly decision, you have 60 days to challenge it at the Lisbon district court (Art. 1433.º CC). Null decisions (rather than merely voidable ones) may be challenged at any time.

What are your obligations as a property owner in Lisbon?

  • Pay the monthly fee — even if you do not reside in Lisbon or use the property. Non-payment accrues interest at the legal rate (4% in 2026) and may trigger enforcement action by the condominium.

For properties in these areas, it is not possible to obtain a new holiday rental licence.

How to vote in the assembly if you live outside Lisbon

  1. Power of attorney (procuração) — authorise a trusted representative (lawyer, property manager, family member) to vote on your behalf with full legal validity.
  2. Video conference — since Lei 8/2022, the assembly may allow participation by video conference. Request this from the administrator when you receive the notice.
  3. Written vote — some condominium regulations allow prior written votes. Check your condominium's regulations.

When is the annual assembly held in Portugal?
