Solar Panels in Catalan Communities: Rights, Voting Thresholds and Savings Sharing (2026)

Installing solar panels on a communal rooftop in Catalonia only requires 1/3 of owners and participation quotas voting in favour — not a majority, not unanimity. Under LPH Art. 17.1, no single owner can block a renewable energy installation. Non-participating owners are not forced to pay, but they also cannot benefit from the savings until they choose to join. Collective self-consumption (Real Decreto 244/2019) allows shared energy distribution via agreed allocation coefficients, with monthly credits applied directly to each participant's electricity bill.
